He is only 15 so he won't be able to graduate to pubs - though he surely will graduate after 3 years.
Just relax tlevine and it will happen. Try to be yourself but above all be interesting and be intersted (in other people).

I'm in Nice, France, so there's a really big beach. Is there a way to meet people and practice speaking at the beach?

First thing is to get a good attitude about people. Nice, engaging, forgiving of mistakes they can make and interested in what they do.
Have you tried joining a club or 'association' of like-minded people? Nice is big enough for you to find people with similar interests. If you are nice to them, you can probably make some friends.

You could also try just walking around town, visiting shops, and talking to the shop keepers, or your fellow shoppers.
