German strong adjectives declension

I have a question about German adjectives like here
http://www.acampitelli.com/learning_strong_adjective_endings .htm.
Those are Nullartikel adjectives. What I dont understand is why wouldnt I use
ein/eine/ein or der/die/das in front of a noun.
How would I know when to use this Nullartikel or strong declination.

Not every noun is preceded by an article. There are circumstances where no article is needed (just as in English):

Ich trinke gerne kaltes Wasser. (I like to drink cold water.)

I know about those phrases like Gute Nacht, Guten Tag, where we dont use an artikel for
example Eine Gute Nacht we say only Gute Nacht, but I am thinking on full sentences
where its written all without weak or mixed adjectives decletions, its only strong
declntion.

I had a look at the website and it looks like the author added articles only as a mnemonic device, without explaining their use.
I'd recommend that you check out Randow Review's very informative MT German Case System post that he modeled after the Michael Thomas language programs. (He explains adjectives in lesson 7.)
