Does anyone know if an official WORD LIST by CEFR LEVEL for German has been published and, if so, how it can be accessed?

It's not done by CEFR level, but there is an official German words list, the DeReWo. You can download versions ranging in size from 30000 to 250000 words.

Depending on your level and vocab needs, you could simply extract the first 1000, or 3000, or 5000 words of the list to work with.

There's no need to shout, Speakeasy ;-)

Thanks, Chokofingrz, that looks great! Would you happen to know about similar ones for your other languages? I only found this list for French. It doesn't look fancy but it could be very useful http://www.pallier.org/ressources/dicofr/liste.de.mots.franc ais.frgut.txt however there may something more comfortable to use.

Although in this case it's obvious enough, the rule is to use only English (outside of the logs and multilingual lounge) or provide a translation.

AND USING CAPS LOCK DOES LOOK LIKE SHOUTING!

The closest thing would be if there was some study material more or less based on a certain CEFR level (I know there is for Irish, probably also for German), and if someone has compiled a vocabulary list from such a book.

That's exactly what I meant. Using capslock this way is often considered impolite. No need to feel like your thread won't be found without the topic being highlighted. Many of us are addicted enough to ensure no thread goes unnoticed (not sure whether that's a good thing or a bad one :-D )and at least a few people of the lot are bound to open it and respond.

True. And the word CEFR would stand out more if it was the only one written in caps lock.
