Natalie Portman can’t speak French or Japanese. She did a couple of classes in her high school but whenever she’s in Japan she relies on a translator and only knows a couple of words. I think the same is true of her French. Gweneth Paltrow is fluent in Spanish, at least according to Alfonso Cuarón who directed her in Great Expectations. Also many actors parrot lines when they are in films and have no proficiency in the language. For example, Gong Li spoke Japanese in Hannibal Rising but herself freely admitted she cannot speak a word of the language.

I'm dead jealous of Jodie Foster. She's my ultimate role model!
My goal is to speak English as well as she speaks French in a couple of years or so. I got a lot of work left...

I discovered that Jodie Foster speaks excellent French with very good accent, almost like a native:

J'ai écouté ce vidéo et je suis très impressionée.
I listened to this video and I am deeply impressed.

Jodi Foster has also some intermediate knowledge in Italian:

But she admits that her level of Italian isn't good enough to answer TV interview questions in Italian. In another video on Italian TV she listens to the interview questions in Italian and answers them in English.

Has anyone mentioned Diane Kruger?

I watched the excellent French film "Pour Elle" thinking all the while that the lead actress really reminded me of the ex-model who played Helen in Troy. I was shocked to find that they were one and the same person.

I had a stereotyped image of a blonde airhead as far as she was concerned in Troy, but she was very good in Pour Elle if a little cold and her French was damn convincing. I didn't notice any obvious accent (although I'm not French and I wasn't looking).

What was all the more impressive was that when I checked out Wikipedia I found out she was German. So three languages there: German, French and English.

In the UK, Kristin Scott Thomas is known for playing quintessential upper-class roles in films such as Four Weddings and A Funeral and Gosford Park, but she went to a French school in the UK, currently lives in France and has acted in a number of French films too. I saw her in another great recent French thriller, "Ne le dit a personne". She seemed absolutely fluent but I did detect a slight English accent.
