That's not a requirement (and neither is your learning experience). It's just important to be a consistent and experienced member of this forum. Last year some teams/team threads were started by newbies who disappeared.

REMINDER
A couple of team threads have been started by members who don't want to be leaders. That's okay, but remember that being the thread starter is a responsibility. Two weeks after you start it, you'll be the only person who's able to edit posts in this thread (along with the mods). You need to keep a member list in the first post, and also the links to logs and optionally resources.
EDIT: Also, if you've not been a member long enough, you'll be unable to post links and PM people. That also makes you ineligible for being a leader.
Do we need a team-neutral thread for choosing the leaders? It's also okay to start a thread with the sole purpose of choosing the leader (if you want to start a poll, better just use http://www.easypolls.net).
Basically, keep this all in mind if you want to start a team thread.

I would like to join a French team and a Japanese team. I am not sure about Spanish yet,
so I will join team Iberia as an observer, if this is possible.
