Interesting. Experience in those fields as well as high language skills is a relatively
high barrier for entry. Maybe not health care as much as the other two.

Norway and Sweden are almost always in the top 3 of best countries in the world wherein
to live, and their welfare systems are quite similar. I am not sure if a foreigner can
have a clear preference based on those criteria, unless it is just interest for the
country. I like both quite much, and it was discussed in another thread about Norway
being out of the EU (but in the Schengen free trade/movement zone), and Sweden therein. I
would think that chemical engineering, especially petroleum engineering and the
fuel/oil/petrol branch of chemical engineering would be a very wanted field in Norway.

I did a 40 page report on designing a chemical plant for petrol, and for my report, I
located such hypothetical plant in Göteborg, since after doing some research, Sweden have
quite many chemical plants for oil as well.
