I'm quite sure that Audacity lets you open a video file, which will just give you the audio track which can then be exported in another format.
EDIT: rdearman beat me to it :)

If audacity can't deal with the video container there are other utilities. I usually use Super for converting because it's the fastest on my machine and has been able to deal with anything I've thrown at it so far. (Ad-supported, windows only.) If I want to edit the file I then use audacity on the resulting audio file (might extract to wav for that purpose.)

First I download the youtube video.
Then I convert it into mp3 with VLC.
As far as I know Audacity doesn't play any video format - so the only way to do it with Audacity is to play the video with any video reader and record the sound with audacity.
In VLC first step is to open the video - MEDIA - CONVERT/SAVE choose your file, next step there are 2 things to change/put the target format (MP3 is the first audio and comes after the video ones) - then the name and directory of your mp3 file - remember to end your file name by .mp3
If you have more than one audio track in your video - just pause as soon as possible after the conversion started and change the track in the AUDIO - Audio Track.
Edit
I think VLC also works with streaming so maybe it is possible to do the same without downloading the video from Youtube - but I never used streaming with VLC
