I'm developing a software component to support various virtual keyboard layouts (e.g. Russian, AZERTY etc) on an en-GB QWERTY keyboard, with on-the-fly switching betwen them. Now, I've never used a Russian keyboard, so I'm basing the behaviour on this Wikipedia image:

At the moment, when in Russian mode, the keyboard generates lower-case Russian characters from the corresponding en-GB QWERTY layout, and upper-case Russian characters similarly if Shift is depressed. However, I have no idea if Russian keyboards do anything special with Ctrl, Alt, AltGr (etc), so these have no effect currently.
Is there anyone who can tell me if my simple implementation is all that is required, or would it be omitting functionality expected by a Russian native user ?

This keyboard is correct.
Ctrl & Alt aren't used for writing any special characters in Russian, even though I'd like to. Ctrl & Alt + some keys react just like in Latin keyboard:
Ctrl+Ы = Ctrl+S = save
Ctrl+Ф = Ctrl+A = select all
and so on.
