Gutenburg books all have expired copyrights so tend to be older books.
http://en.childrenslibrary.org/
This site has a decent amount of books to choose from as well that are geared towards kids.
There are more sites of course, I just don't have any more links. You could try using G-search (click 'search' at the top of the page, then on the next page you will see where it is)

Some time ago I stumpbled upon Unsa Haus, which is in the Creative Commons. To be honest I can't stand the pictures and the stories aren't of the kind I liked as a child either, but the concept of a nonnormative children's book is interesting still and makes it worth reading.
