I have purchased several telenovelas in Spanish over the past few years and have found them excellent for practicing my listening skills. I enjoy the story lines (most of the time) and, for maybe $10 to $15 a piece, think they're an excellent value. Now that I'm learning French and Italian, with intentions to eventually return to Portuguese, I'm wondering if there are similar shows or programs which would help me practice. Is there anything that parallels telenovelas in these languages? Where can they be obtained?

Can't speak for French (although I'm sure they exist), but Italian serials are easily accessible over on RAI's website.
I was a huge Orgoglio fan a few years ago. Un Posto al Sole is also another good series, but there are newer series coming out all the time.

Where did you buy telenovelas for $10-15 and which ones did you get?

I would highly recommend 'French In Action'. It's quite unusual, it's a videoclass
combined with a Telenovela. It's quite tricky to explain but I've found it very useful.
The teacher's great and the language is very useful. It's far better than (and quite
different to) 'Destinos' for Spanish.

I am currently watching "La Reina del Sur" (Spanish). It is 40 hours of the complete series for under $20 (both parts). I also have the series "El Capo". Both are available on Amazon.
You can purchase the Italian TV shows "Detective Montalbano" and "Don Matteo" as well as the Portuguese series Alice and Mandrake on Amazon.
I purchased the Italian TV series "I Liceali" from amazon.it and the French TV series "Les Bleus" from Amazon.fr Shipping from Europe is a lot faster than it used to be.
If you don't mind watching dubbed shows, a lot of U.S. blu-ray shows have German and Italian audio tracks. For example, Firefly the complete series, Pushing Daisies season two and the series Rome are all available in German on U.S. Blu-Ray.
Also, if you search YouTube followed by ", long" you can find full TV shows in other languages (especially talk shows about controversial and other topics which contain more speaking than scripted shows anyway). A good one for French is "les enfants d'abraham", for German, I like "genial daneben" which is a game show and for Italian, I like Verdetto Finale (court-like show). Example, search YouTube for: Verdetto Finale, long

At the risk of taking a slight tangent:
Can I ask roughly how long ago you last ordered from Amazon.fr and whether you used standard or expedited shipping?
The reason that ask is that the last that I had heard (some time last summer, I think) Americans ordering from Amazon.fr using standard shipping consistently were having problems with their packages being returned France for an "undeliverable, nonexistent address" problem (not sure if that was the exact phrase) even though they never actually got further than some intermediate point in the UK. This was happening to everybody on a cinephile message board that I sometimes visit, and on such a consistent basis that everybody there stopped ordering from them. Unfortunately, that makes it hard to find out if and when the problem gets fixed.
There are a couple things that I might order from Amazon.fr if their standard shipping option is working again.
