I don't think gestures are. Not all of them anyways. The hand motion to shoo someone off in the USA is similar to Latin America (or at least Mexico's and Peru's) gesture to beckon them.
That's just one example. Another possible one is the thumbs up for "OK" in many cultures. It is "Time to surface" in scuba diving sign language. I don't know about other cultures per se, but I'm always afraid to try it, for fear it would mean something vulgar.
That said, I was debating to suggest religions because while they aren't universal like some of the other, suggestions, two people of, say the Catholic faith can attend mass in a language foreign to both them and still follow it. The traditions seem to transcend cultures, to a point, anyways. Unfortunately, where they are bridges for some cultures, they are walls for others.
Oh well, that's all I want to say. Play nice with my response, please. :-)

Yep. I've read some books on body language, and there are many differences in meanings across cultures. I did a quick Google search and found some examples on this site.
