I use Audacity from time to time when I'm doing extracts for sonsenfrancais.org However, slowing down speech rarely makes it comprehensible. Worth trying if you're really stuck but frankly...
However, there are other things Audacity will do. Noise removal may remove some of the background crud that is blurring the speech The equalizer will allow you to take out the bass and emphasise the treble which carries the information .... a quick edit to say thank you for suggesting Express Scribe.
