I'm not a native speaker; I do have a question about this. You can say 他英语学得真快, can't you? The meaning would be "He's learning English very quickly". Does that sound weird? If it does, I think the problem is the verb 学习; in English it makes sense to say that someone is "learning quickly" but in Chinese (based on the example you gave) it might be more natural to say "progressing quickly"--他 (的）英语（水平）进步得很快。 Is it okay to say 他很快就把英语学会了 ? 他英语学得「真」快：He's (been) learning English 「really」 quickly.
他英语学得「很」快：He's (been) learning English 「quite」 quickly. 他的英语（水平）进步得很快。It would be better if you added 的 after 他。 Neither of them sounds weird, actually Mandarin grammar might be somewhat flexible or tricky on occasion, due largely to the absence of cases or strict rules. 他很快就把英语学会了：Roughly speaking, 学会＝to master/acquire (knowledge or skills), 把英语学会了 gives the impression that people who heard it are still not sure whether he's only at beginner level, or already at advanced level. IMHO, there's actually a little difference between 学会 (strictly, learn how to do, rather than master) and 精通/掌握 (be proficient in/master), for example, he learnt how to play Chinese chess quite quickly, but it doesn't signify he can master Chinese chess with great skill and ease, that's to say, maybe he's still not proficient in it, though we can't deny he can really play Chinese chess (has a basic or limited understanding of how to play it fairly well). And again, if he just learnt how to pronounce and write English, it doesn't exactly mean he can master advanced or elegant English without doubt when he talks to other people or writes a composition by himself. Please excuse me for my broken English expression.
