It is quite common in dominantly muslim but non-Arabic countries such as Turkey and Iran to memorize the entire content of Quran without speaking any Arabic. It is called Hatim in Turkish and people who memorize the Quran carry the title "Hafız". In important relgious days it is common to get a Hafız to read entire Quran from memory without text in hand to honor the ceremony.
Among rural populations in these countries being able to read Arabic script or memorizing Quran is considered to be "able to speak arabic".

Arabic has incredible expressive capabilities and has been of critical importance to many of the events in recent and distant history. If all variants of Arabic are counted together as a single language, it is one of the top 10 languages in numbers of speakers in the world, and its area of geographic coverage is very large covering large areas of Africa, Asia and of course the Middle East.

@OP: lqtoronto.com has finally released Dr. V Abdur Rahim's conversation course for those who have completed the Madina Series.
BTW, I have heard that Dr. V A Rahim's book 'From Efshaan to Madina' is an excellent refresher course for those who have completed the 3 books of the Madina Series.
