Since the "pays d'outre mer" are Countries of the French Republic, I'm going to go with Marquesan - a non-Indo European language native to the soil of the French Republic, sensu stricto.

Korean is wrong, as Hangu is used by Cia Cia.

I wanted to mention Cia Cia as well, but it looks like they failed to make Hangul fully official for Cia Cia after all - http://english.chosun.com/site/data/html_dir/2011/10/10/2011 101001151.html

As for Ainu, Arekkusu explicitly talked about the Japanese writing system as a whole, while Ainu uses only katakana. One could suggest Okinawan, although classical written Okinawan (from the time of the Ryukyuan kingdom) used hardly any katakana and modern Okinawan writing isn't standardized.

Montana Salish (according to Wikipedia)

And now we are in that part of the world, could you name a language which according to a strict phonemic analysis only has one vowel (3 if you disregard the lack of phonemic pairs), and which uses this one vowel so sparingly that it just as well could have dropped it completely. Actually the one I'm thinking of also has pharyngal consonants.
