No, quarter challenges are not allowed.
However there are some who feel that they need to register everything they do in order to stay motivated.
And they can do that. But it will be for their own benefit only. I was very reluctant to allow even half
challenges, because they defeat the purpose of the exercise, which was to introduce massive amounts of
reading and watching movies in one specific language.

:-D How much is it in potatoes? And if I exchange pages for potatoes and potatoes for stars, will the exchange rate be favorable?
Now seriously. I don't think any kind of inflation is going to affect the challenge. Cutting down books is already making it easier for motivation purposes and some people, like me, just choose to aim for more books because we feel like it. You can ignore the stars or use them. You can just join in to be part of the "support group" and have totally different and original goals. Noone is going to laugh at you for signing up for a half challenge with a comment: I'm actually aiming for 25 books.

registration starts 01/05/2014, do you guys allow registration after this date or is it too late? do you guys count graded readers for the book part?

Several people started after the start date last time. Personally, I'd rather start before the start date, but apparently reading before the start date doesn't count.
And any book in your target language counts, whether it's an easy reader or the height of literature. So yes, feel free to use a graded reader (but of course you only want to count the pages with reading, not, for example, translation, vocab lists, etc).

As someone who has just needed several months to read around 1000 pages in her TL, I whole-heartedly agree that this is a massive achievement for a newbie. And I will be a happy star hunter in either case. I completely agree - if it motivates while not de-motivating others (and I wouldn't see why this should be the case here), it's perfect. I just was concerned with the signatures being a bit crowded afterwards - a mere practical aspect. If it's down to 1/16th of the original challenge, this is not that challenging anymore, wouldn't you agree? And I am saying this as one of the low-performers in the forum.
But as said before, if I am the only one who would be concerned by that, I am completely fine. The more stars to catch for me, too :-)

I have tried to look back and see what we decided, but I can't find the answer right now.
I suppose if we said one star for every 25 movies/ books then everyone has reachable goals. What do the
rest of you think?

I think the stars for every 25 items is a good idea not only for people wishing to go for less than 100/100 but as well for us who want full challenge or more. Especially those who rely on the bot to do the counting for them, it may be very useful to see such a positive message "hey, another quarter of the challenge is behind you, good job!".
So, I'm all for 25 per star approach. It hurts noone, in my opinion
