The first sentence means "We study in the library." or "We're studying in the library." but the second one is actually wrong, it doesn't make sense, but if you want the closest translation: "We are students in the library", which should be written:
نحن طلبة في المكتبة
For your second sentence, it can only mean "I am a writer in the school", if you want to write "I'm writing in the school" you write : أنا أكتب في المدرسة
