Probably a big-time noobie question, but what does it mean when people are saying they are at B1, B2, C1, etc? Are those the levels of mastery of a language? How do you know when you are at a specific level?

There are three levels (each divided in 1 and 2):

"Aaaaargh, I cannot express exactly what I want."
"Be patient, I'm still learning."
"I'm so Cool!"

Yeah, and than there are the official definitions:
