I am interested in learning the Finnish language. I understand how difficult it is, so I would like the best resources
available (apart from moving to Finland). Is Complete Finnish by Terttu Leney any good? If not, can someone
recommend a good program or textbook for me to purchase?

If you REALLY want to buy something, then I'd recommend Finnish for Foreigners I and II by Maija-Hellikki Aaltio (if you can find it). Complete Finnish (formerly "Teach Yourself Finnish") by Terttu Leney isn't the greatest but it's far from the worst.
It's quite easy though to start learning Finnish without spending a dime since there's a fair bit of material available online legally and free of charge.

I recall the Hyvin menee! series to be quite good for beginners, but the instruction
language is Finnish.

If you know French, I can highly recommend the Assimil Finnois Sans Peine course.
Teach Yourself Finnish is quite good, but at one point the dialogues just become so long that you just lose motivation. But it still is better than nothing.

I recall that FSI has a very thorough Finnish course.
But the best course is the one you like the most, because that's when you'll learn the
most. For me coursebooks are secondary in study anyways.

The FSI is quite complete but I knew almost everything there when I got my hands on it. The audio quality is horrible. When Assimil and TY won't be enough for your needs, FSI won't be either.

I will continue learning Swedish for the time being, and advance to Finnish once I have become semi-fluent in the
former. Thank you all for posting. I will investigate Chung's recommendation, "Finnish for Foreigners."
