You can't start a team thread before a team has formed in the Sign-Up Thread. Moreover, a new forum member can't be team leader.
Please educate yourself about the rules of the TAC before taking an initiative like this one.

I see no reason why doubleUelle cant/shouldn't be a Team leader.
Maybe i've been to uninformed but i always thought that the only TAC rules are :
"The only thing you have to do is make a commitment to hold out for a
year, keep a log, and read the logs of your teammates in order to help and encourage
each other. It's lots of fun." quotet from stifa.

Well, how do you know you can trust new users? Obviously I'm not saying that that would be the
case here, but it is entirely possible for someone to register on a whim, engage in a project, and
then abandon on another whim. Leaving members without a leader.
Also, I thought the leader is supposed to be elected/chosen by other members, and if there's still
no such team, I doubt they've voted/expressed consent in this matter.

EDIT: current status of this team is pending. Proposing it in the "sign up for TAC 2014"
thread.

This has to be read in context though. stifa was addressing the team that already had a leader, a thread, a name etc.
Josquin, thanks for pointing this out!

DoubleUelle, why don't you go ahead and propose this team in the TAC 2014 thread and see how much interest it
has? I for one would be interested in joining for Khmer
