If you go to Amazon, Kindle, Best Sellers and click "Top 100 Free" you can then click for Reference, Languages and it will show all the currently free language learning books. Some are junky, some are previews, but every so often there's an amazing book on the list for just a few days. I got a 400 page Beginning German Reader there a while back.
While you're in the Top Free section, you can also click on the various languages and it will show all the current free books in that language. I've gotten some good kid's books and easy mysteries in Spanish and cute kid's books in German. For some reason, the majority of the top free German books are porn, so be aware.

For German books also check out Mobileread. They have a large collection of free German ebooks. Not all of them are available as Kindle books, but they can be easily converted to the Kindle format with Calibre.

Hmm, I can get to the top 100 Free and find the language learning books, but how do you
sort by languages from this page?

Or instead of clicking on Reference, go down to the bottom of the list and click on Foreign Languages. Then you'll get any available book in another language, which includes language-learning books and native books.
