Personally I think anything above 12 makes the person sound like a TV presenter, because that's basically how it works here... It sounds a tad on the formal side (unless it's in writing - then it's fine). So I only use those numbers for time when the situation calls for it, or when reading out loud.

When speaking, we don't usually specify whether we're talking about AM or PM unless it's obviously necessary to do so, and there's almost never any confusion. But I find it kinda charming that some of you use it in normal conversations :-)
