Are there any official live streaming of Scandinavian TV, especially news? I know that
there are websites such as SVT Play,
but their streaming is only broadcast within their territory, and the same for NRK and
DR. Or at least if not live, then recorded and posted for watching later. RTP for
Portugal and RTVE for Spain have easily accessible live and recorded programmes for
people who live abroad, but I have more difficulties finding the same for Danish,
Swedish, and Norwegian.

DR records most of its own programmes for later watching. You can find a list under:
http://www.dr.dk/tv/programmer
Programmes which originate outside Denmark are blocked for viewers outside the territory, but their own programmes can be viewed with no problems e.g. TV-avisen.

That is simply not true. I've watched SVT Play in France, and my parents watch it every morning and evening in France right now while visiting. You don't need workarounds with proxy servers. You simply need to watch the programmes produced by SVT. They obviously no not purchase worldwide publishing rights for shows they buy from someone else. TV4 Play also shows their own programmes internationally.

tv4 free broadcasts available outside Sweden are appallingly boring
, you get access to national and local news programs and weather forecasts, you have to pay to watch tv4 sitcoms and variety shows, the price is 25 usd per month and even after you have paid it you cannot watch subtitled foreign shows if you* re outside Sweden. Paradoxically, Chinese and inonesian TV is more readily available than Scandinavian TV since all you have to do is download an android app and get access to more than 100 channels. There used to be a Scandinavian TV app but it was taken off playstore last year, it was fun to watch Game of thrones subtitled in Nynorsk. Watching sitcoms and soap operas subtitled in your target language is a great way of learning, especially if subtitle transcripts are available /which they are on NRK site/.
