In light of the recent tragedy, Verizon Fios is offering free access to its Japanese-language channel (1770 here).

I have this channel.
Unfortunately they speak English mostly, so it's not so good for Japanese language practice.

I can't speak for what a distributor offers the mass market in your region. I'm referring to the NHK master feeds available in North & South America.
As for NHK Premium, it is NHK policy is to have their premium service unencrypted during emergencies; it is their generosity, not FIOS. |

I just checked and NHK Premium is encrypted here in Singapore, unfortunately. These are the only times that I miss the 24 hour US news networks.

I think if it has "world" in it's name it is in English.
I don't have HD version, but I would think they are the same.
But I am not an expert, so sorry.
