I also found some good chat partners using www.livemocha.com . I screened people by giving general information (location, job) plus language study goals, and then asking the same from them. That quickly whittled down the list to serious language learners.

The problem with most of these sites in my opinion (specially sharedtalk) is that a lot of the people that use it want to "learn" a language and not practice it. That means that sometimes they are not even conversational which makes thinks difficult.
Finding a good language partner is really hard in my opinion. I wish there was an easier way.

I've had more luck with offline methods - networking through friends, using my
university's resources to connect me with people. I think to get someone in your local
area it might often be easier just to put up a notice at the nearest university or
cultural club if it exists. That is if you actually want to meet up in person!

@Quabazaa: do you mean that I should put a notice like "I'm X Y, I like this and that, I know Hungarian, and would like to learn Catalan in exchange. Contact me at habla@blabla.it" in my university? I don't think there are any Catalan speakers here... So I think localness isn't always an option.

Yep exactly that. Of course it isn't always an option and depends on the languages you
are learning, but it can be surprising sometimes if you live in a decently sized town. I
would say it's worth a try - even if they don't want to learn Hungarian, perhaps you will
be able to find a Catalan speaker who would enjoy helping you with Catalan. I know I
wasn't answering your question directly but I had tried websites and never managed to
find anyone (especially not a serous language learner) from it. So that was just my
experience! I don't see the harm in putting up a notice just to see - perhaps having
"Catalan" or "Parles catalĂ ?" in a large or eye catching way at the top. Who knows,
maybe you'll be lucky?
