When I went to school in the 60s I was told that "shall" was used in Scotland, but during my trips there I have rarely heard it so it may be one of those features of true hardcore Scots which have been dropped by those who speak English with a Scottish accent.
It is hard to give a numerical estimate of its use now, but I made a Google search for "I shall" + "cannae -Hannibal" and found several examples already on the first page - but mostly with a decidedly literary bias:

“Shall you call me next week?” is pretty uncommon on this side too.
