I would translate it into Russian as "так себе". "Так-сяк", on the other hand, means "in different ways" (I cannot come up with a better translation off-hand).

In Türkish, 'Şöyle Böyle' (it reads; shöile böile) or 'Az-Çok' (az-chok).
