How to define culture

I'm not sure if anyone has heard the news but a bout a week ago Prime Minister Harper anounced that Quebec was "A Nation within a Nation" and if I recall it's own culture.Now being a Canadian and having 3 territories which still either firmly rely on the land for food/shelter or need the the waterways and rivers to sail supplies up for the winter. (this being primarly the Inuit Community and the Dene Areas by Great Bear Lake and The Mackenzie)
All of these people of which a vast majority still firmly hold to their Native Language and their way of Life and their culture.
Basically my Question is would Quebec be her own culture despite the HEAVY english presence and the HEAVY immigrant presence and simplly put I personally feel a culture is a little more then speaking a language.
