Your goal is worthy, but the practicality of it, for most members,
is the issue. The forum language is English. Almost everyone here is proficient
in English, at least well enough to post in the language. Most non-native English-
speaking posters are at a very high level of English. Where's their incentive to
participate in a language exchange with native English-speakers learning their language
since they don't need or want to improve their English? Perhaps this may be a reason
why there is relatively little participation in HTLAL member to member exchanges.

That's precisely my perception.
The only language I can offer is English and probably nobody here who has my target
languages as their native language would have the slightest incentive to speak English
with me in order to allow me to practice my TLs with them. Some might do so as a
friendly gesture, but language exchanges work by there being an equality of purpose I
think, and that simply would not exist.

I don't see why third-party language exchanges wouldn't be possible. Say, if members from France and
Russia didn't speak each others language but both had strong German, they could easily communicate.
People do this all the time in English, so why not another language?

Where can one search for a skype partner? Is there a special thread for that?

I'm not sure which tread the original poster is referring to, but here are some of them:
The Skype language exchange list
Let's use Skype!
There is also the possibility to call members who have a "Call me!" button below the user name (as you have).

In keeping with the theme here, I have added my Skype name to my profile. If you see that I am "Logged on" to HTLAL, I would welcome a call on Skype. I am not always logged on from the computer where I can take Skype calls so there might be a bit of a delay until I get to that computer. There might be an administrative step or two to complete to connect on Skype.
I welcome a call from anyone who wants to have a chat to improve their English. I would also welcome a call from anyone who might be so kind as to help me with my Dutch or French. I would especially welcome a call from anyone who would like to start or to try an English-Dutch or English-French exchange.
I intend to be pro-active and call some HTLAL members who are displaying the Skype "Call me" banner, even if it might be just for a chat about HTLAL. I really think that the voice conversation capability could be an interesting and stimulating part of what we do here on HTLAL, especially if we report on having these Skype chats and on how they worked and how they were useful or whatever. Lets give it a go.

i would love to chat with you in finnish but maybe we should hold off a bit because all i can say is hyvää päivää minä
olen Emily, tulen kanadasta!
that being said, i agree with everything posted in this thread. i agree that more verbal interaction would be great, as
the OP said. however, i also agree that it may be hard to find partners on HTLAL because there are so many native
english speakers (i too am available for anyone who wants to practice English, i don't expect anything in return but
would of course appreciate it if possible). and i also agree that because of this, we may have to do conversations
where two learners practice a common language that they are studying. i'm definitely up for that with any of my
languages (french, Spanish, Italian).
my skype is emily.hellard, feel free to add me! i also do facetime if anyone prefers that.

The more I think about it, the less I feel that a forum like this could compete with
sites like italki, conversation exchange, and verbling when it comes to finding native
language speakers.
But it could provide a good place for intermediate speakers to connect with other
intermediate speakers, so they could practice their target language together.
