It's a small country with several linguistically distinct ethnic groups (East Indians, Chinese, Africans), a national lingua franca (Mauritian Creole), English for an official language, and French as the language of media and commerce.

The explanation for Latvia is simply that half the population speaks Latvian, the other half speaks Russian, and yet they somehow have to live together. Estonia and Lithuania have the same problem, but not as bad.

For the Scandinavian countries which are more homogeneous (in spite of Swedish speaking Finns and the immigrants) you have to search other explanations. Being relatively small countries clearly is a factor (tiny Luxembourg is apparently even more polyglot), but I would also think that undertitling TV films (instad of dubbing them) is a factor, plus of course the fact that the Scandinavians travel a lot.

As for the Australians I would have expected a slightly higher number because of immigration from Asia, but maybe the numbers are still too low?

I must say, I've never met a Caucasian Australian who spoke a second language.
