Speaking of zombie movies, there's Rammbock. It's nowhere near as action packed as The
Horde but it'll get your heart beating.

Ok, to be more precise in my advice above, I would recommend Ne le dis à personne too, then À bout portant and, maybe, Arsène Lupin. And in the case of German Der Baader Meinhof Komplex, there are some action... I would also recommend Das Experiment and Die Welle, they both definitely not boring. Though they do not have much of an action, I just can't avoid the opportunity to recommend them, along with Das Leben der Anderen.

I'd second the recommendation for Ne le dis à personne (Tell No-one) and Taxi 1 & 2. With the caveat that the Taxi series fall under the category: so bad they're good. And there are actually 4 films in the series.
I'd also recommend:
La proie (The Prey)- a bit like The Witness, a man is on the run for a crime he didn't commit. Who can he trust?
