Same as s0fist. All other answers are more or less unacceptable. I'm no English grammar crack (not in advanced grammar) and I just know intuitively, but I'll try to explain at least for your first question:

For question 1:
1) "Such subjects as referred TO" would be correct, without the preposition it's incorrect*
3) "Referring TO any (of) such object" would be acceptable. Again the preposition is needed. "of" would need a plural and sounds a bit awkward combined with "such": "to any of those objects" would sound okay.
4) the word order is messed up.

*Refer without a "to" has to have a person as object (and also has a different meaning in that case)

Yeah, I'd go as far as to say that the grand majority of those were all awkwardly written. A well placed comma here and there can shorten most sentences and make them clearer.

That said,

1. Choice 2

- "reference" is the only correct conjugation for the context of the statement. Nobody uses "referring" and "referred" is a past tense conjugation.

2. Choice 1

For this one I'll just point out why each wrong one is awkward, though I'd eliminate the "perhaps" out of choice 1 to make it more concise.

Choice 2: "does it" is usually only used for questions, ie: "Does it make you sad to think of her?" "It does" would work better as in "It does make me sad to think of her.", but the "it" isn't necessary here because we already have the subject "market failure".

Choice 3: Look above, the "it" is redundant.

Choice 4: This is wrong just because it's awkward to use perhaps in this way without it starting a sentence, as in "Perhaps it will rain tomorrow." Can't say why, it just is.

3. Here, the subject of the sentence is "where the spinal cord" thickens. Your goal is to answer "where". Saying "At a point just above" starts by implying a precise area and just above helps visualize where the point is placed, so that the person doesn't think about the top front part of a person's chin or any other spot.

Hope this helps. I always say that English makes no sense, and exercises like these make that all the more clear to me! Cheers.
