Alright, sorry for the long delay. I've consulted a native speaker, and he confirmed that 我的太太不要在这儿吃饭 is the preferred choice, while 我的太太在这儿不要吃饭 ("arguably grammatical") implies that my wife might still want to do something else here, just not having dinner. In addition, the second sentence would sound better if you insert 是:
我的太太在这儿不是要吃饭,是要 ...(something else)...
Apparently, this is comparable to the 是...的 construction.

I also asked a native speaker and she definitely prefers the 要在这儿 to 在这儿要. Apparently it's very
common to use auxiliary verbs before the place words.
