Time of day:
In the evening you tend to be tired after a long day at work. On the other hand studying in the morning is a bit restrictive. A language is a form of communication you use throughout the day. On a weekday you'd study in the morning. For someone on the go I'd have language disks to listen to in a car or public transport. On weekends if you have enough energy, you would study on and off throughout the day. But instead of relying strictly on textbook materials, I'd be watching 1 or several films, watch TV programs or listen to the radio in a target language. Age: The response to this part of the question is depending on how much effort you put into learning languages. I know someone who is just entering high school. He took Mandarin classes for half a year and don't feel comfortable saying even the most common greetings: "hello" or "goodbye". And then you have Steve Kaufmann the polyglot from Canada. Although being much older he really put in the effort to read books, newspaper & magazines outside class and achieved a much higher level of competency. The young teen is still very much into watching TV programs and videos online in English. If someone can get him hooked to TV programs in Chinese, his level of Mandarin would be much more advanced. The obstacle to learning when you are older is that you have more responsibilities so you need to organize your time more effectively. For someone in elementary school who has time to watch TV, you just switch the programs to a different language and you can easily add another 3h to your daily language study.
