I think you cannot change the English language with the discussed goal in mind without essentially destroying it.

That is why I offer this thought:

Why not devise an artificial language using English grammar and english words of Germanic origin while inventing words for the other concepts based on Old English roots? I propose "New Old English" as a name for this "Germanic Esperanto"

That would be a good idea. You know, Tolkien amplified the Gothic language lexically.

Better yet, just use Middle English — a fully functional tongue with few Latin
influences — and create new words as needed.
