So are Turkish movies and TV programs popular in Azerbaijan and vice versa?

I can't tell you for sure, I can only guess. My guess would be that Turkish movies are more popular in Azerbaijan because of Turkey's bigger movie industrie, but I haven't heard about any Azeri movies in Turkey.
I only know of an Azeri big brother off-shot that was aired in Turkey, and as far as I know that wasn't dubbed.

No, not really. As I said before, I can only guess that they are fairly popular in Azerbaijan and Turkmeneli (northern Iraq, where the Turkomans live, I've been actually told that for example in Arbil the Turkish off-shot of Wheel of Fortune is very popular), but I wouldn't say the same about other Turkic countries, as understand drops rapidly.

The University of Texas hosts a textbook in .pdf accompanied by audio in .wav files called "The Essentials of Azerbaijani: An Introductory Course". A skim of it shows that it has the motivated beginner in mind as there's also an answer key for the exercises.
