You can still have cleavage without wearing a bra, just really good breasts which defy gravity lol. Cleavage is the shape between the breasts and it has been generalised to any similar shape formation as biki2 says. So, yes, even men can have a cleavage, plus other parts of the body too...

But anyway, everyone's become so distracted by the topic that the original question wasn't really answered. The most common word used to describe a revealing garment would be "low-cut" You can even use the word without being slapped, most likely. No guarantees, though!

A woman wearing a "low" or "plunging" neckline or a "low-cut top" will show a lot of cleavage.
The term "neckline" is abstract, so you're not really talking about the piece of clothing directly. "Low-cut" is an adjective that applies to the piece of clothing (so it's always a low-cut top/t-shirt/dress/etc, but a "*low-cut neckline" is impossible).
Cleavage is a direct reference to the woman, and as always in English, direct language carries the risk of offending someone.
As to what's most common, I wouldn't know, but I would definitely say that "low-cut" has the least risk of offending someone: it is not likely to be taken personally, because it describes the clothes, not the wearer....

By "abstract" do you mean that it's impossible for a neckline to exist in the absence
of a dress, blouse, etc.? Because neckline can refer to an actual part of the garment
and it can be low-cut, plunging, v-shaped, square, etc.
"Low-cut neckline" is a very common term and would be perfectly appropriate for, say,
describing to a shop clerk the kind of garment you're looking to buy.
