If I want to describe a graph which presents different groups of people according to their age, how can I describe it? For example:

1-10 years old   - feature X
11-30 years old - feature Y
31-50 years old - feature Z

And here's the problem:

"People at the age ___ 11 to 30 are ... " or

"The percentage of people at the age ___ 11 to 30 is rather small"

I would probably say

"People in the age range of 11-30 are..."
and
"The percentage of people in the age range of 11-30 is rather small."

I would use the word in instead of at, as you are indicating a series of ages, and not just one, and I would use the words range of, as it indicates a set with a beginning and ending.
I hope this is what you mean.

Mathematically speaking, "between" implies that the limits don't count, though. So, between 11 and 30 means from 12 to 29.
