I see it as staying in the same place with a language no matter how hard you study. Frustrating, and something to be overcome.

Plateauing is based off the word plateau (which, in case you're wondering, is a geological formation that rises up quickly from the surrounding earth, then is flat on the top). If you're 'plateauing', you've progressed really quickly at first, but then you don't seem to be going any 'higher'--your progress is flat.
