Maybe work out how many hours you have been learning German, instead of counting the time it years, 3.5 years learning at school, with only 1-2 hours a week, is not the same as 3.5 years of self study where you may do 2 hours a day, add to that school tends to concentrate on the written word more than the spoken.
Expecting to be able to listen to radio and TV shows after 3.5 years of school German is expecting too much of yourself.
My advice, if you are not already doing it, is self study everyday, use school for asking questions on things you may be struggling with, the real effective study will be outside of school.

I totally agree with you, it´s hard to learn a language. For me the only thing that is fun and actually works is to find a native speaker to learn from. Just hang out together and you automatically becomes better. It´s fun, you should try it☺
