"Whom" is not considered formal or informal, but correct, though. "For whom is this
food?" is the correct form regardless of register. "For who is this food?" is not colloquial, just completely wrong. The fact that it is used in some speech does not make it colloquial and correct, however. It is similar to how my grandfather says, "I does go there", or, "They does be coming soon", even though his siblings also talk like that--it is collouqial but incorrect grammatically. I used "better than we/they/I" etc. when I was ten years old, because that is how I was taught (both in primary school and at home with my parents). I am not sure that it can be considered formal; it simply is correct regardless of register. I can still remember a friend from primary school, who during playing football in the courtyard during the break, would always say something like, "We can play better than they" or "No one can pass better than we". But I prefer native novels, because it simply helps to learn more about the culture. It would be more useful to me to read about Republican Spain in Spanish or A Revolução dos Claveis in 1974 Portugal in Portuguese rather than reading MacBeth in either of those two languages.
