What are the best options for pop-up translation software on a PC? I've seen Babylon in
action, it's quite good but the translations are sometimes not very trustworthy.

This is not a question with simple answer.
Pop-up dictionary (software) can be different from the database hidden behind it. Look at dictionaries (data) you need first, look which ones are best and then decide on software. Worst case scenario - you will need several different programs, because you will not get the dictionaries you wish for every language through one company.
Don't buy a dictionary without trial - and ideally without testing the full version somewhere. It is difficult to see a quality of dictionary data from description or limited version.
Look first what is available for free or in open format. Nothing is worse than buying dictionary for PC, using it for few month and loose it because hardware failure - I had one locked not with serial, but locked to harddisk. I had to ask the company twice for new access because I had to replace the harddisk twice in as many months.
If you need to buy dictionary locked somehow, ask how easy it is to transfer to an replacement PC and if it is even possible.
I am using Goldendict because it can use several database formats and I can relatively easy compile my own dictionaries, add online dictionary sources and group dictionaries together. I am a translator and I am hoarding glossaries and converting them from time to time to dictionaries. My needs are probably different from yours, but the principle is the same.
