Michel Thomas is a good option for getting the hang of basic grammar and speaking. A lot of UK libraries have it, you might need to order it in but that's only 75p or something. They have basic and advanced courses.
Destinos is a video series for learning Spanish through the format of a soap opera. There are 52 episodes, each half an hour long. You need to register to view them but it's all free.
Coffee Break Spanish is a podcast I've used and can recommend. There's a teacher and a student, so you learn along with the student. They change the format of the lessons quite often and it's a nice and easy learning experience.

FSI is also fantastic. The administrator of this site used programmatic Spanish to teach himself and had a lot of success with it. There are two courses for Spanish, programmatic and basic, as far as I'm aware, programmatic is more focused on pronunciation and sounding native. FSI is definitely for more serious learners.
LiveMocha teaches Spanish through pictures and audio, though it is more of the 'the boy is on the table' kind of Spanish. There's a big community on this site and there are loads of opportunities to chat with Spanish people as well.
BBC Spanish has a video course and a beginner's course called Spanish steps. Nice and easy for total beginners.
Learning Spanish on a shoestring is definitely possible. Spanish is such a popular language and there are so many sites for learning it for free. Get out stuff from the library and take advantage of the internet. I'd say it's entirely possible to learn Spanish without spending one penny! Good luck!

Your first link seems to be working now. I checked here in the forum and read in the thread "FSI Website Down" that they have had trouble on occassion, but it then gets corrected somehow. I haven't had trouble with any of the other links in the forum. Thanks for checking the link, Volte!
