The cost in many countries is FAR LESS than in the U.S. Another thought is that I could take some more structured Spanish learning courses (some type of certificate?) in preparation to take a doctoral program through a Latin American university. I *do* want a doctorate one day, and the cost in the U.S. is prohibitive, as I'm in the education field, and the degree doesn't come with money.

I presume I might need a DELE or the equivalent Mexican test/diploma... On the other and, maybe not. I have a Spanish surname and they may just assume...
I feel like I'm at a point where courses on grammar and such are less useful than studies in context, where vocabulary and usage is learned out of necessity... I feel that if I force myself to do it, maybe it will finally happen. As of now, I tire after reading maybe 15 pages in Spanish, and in those 15 pages, I discover dozens of unknown words... when I think of looking them up and re-reading, I just cannot find the time. Perhaps if I'm working to a specific goal (a certificate, degree or diploma), it would help. I was very focused when I was in grad school and for the first 2 yrs of my Spanish study (obsessed is more like it)... Obsession sometimes provides results :)

But a degree taught in the language doesn't seem to be what you need at this stage.

Somewhere else (maybe in this same thread) you described your level at upper intermediate. Surely you must realize that that's not enough for doctoral studies.

I doubt a surname alone will get anyone into any program.

I really would look into the previously-mentioned Cervantes Institute certificate program and forget about direct university studies for now. Upper intermediate just isn't enough for that, regardless of whether you think you can handle it or not, and you'll just end up frustrated, probably quitting the degree program.
Obviously, it's your money, but if your goal is to improve your Spanish, then why not go with a program (Cervantes Institute) designed specifically for that?

Maybe you just need to change your methods, especially go for less difficult books and/or parallel texts? You could try graded readers for example.
