The German expression for it is "Partnerstädte" (= partner cities or towns) and the French expression is "villes jumelées" (= connected cities or towns).

I've always thought of the whole "Sister City" concept, not so much as a cultural exchange, but rather as a sort of kinship... in other words the paired cities have a similar "vibe", so to speak. "Vibe" probably isn't the right word, but given the cultural differences between cities and countries, it's about as close as I can get.
Obviously, I've not been to every city on Chicago's list, but cities like Mexico City, Milan and Warsaw definitely seem well-paired to me.
Similarly, I've only been to one of Duluth's sister cities - Thunder Bay, and that also seems aptly paired.

"Jumelle" is the French word for "twin", so it seems like a literal translation of "twin towns" (or the other way around).

I think this is probably accurate. The sister cities of the two towns near me that have them are closer to "sister ski resorts." I don't think there's any cultural exchange. If there is it almost certainly involves skiing.
