The German DLI courses are available at the Joint Language University website.

The DLI German material on the JLU archives is helpful but incomplete. The "modular" documents are grammar supplements to the main course. The mp3 files that are entitled "modular" are not related to the documents. Rather, they seem to be excercise material that is associated with a subsequent edition of the course.
I have a more-or-less complete copy of the DLI German Basic course (circa 1967 plus subsequent revisions) that I am presently preparing for uploading. I have been splitting the MP3 audio files into the separate lessons as well as smaller segments. I have also been transcribing the pattern drills into a single document which, at present, is over 400 pages in length. It would appear that the DLI did not publish the pattern drills in a single volume. Having benefited greatly from the material on the DLI and FSI websites, I decided to put something back into the system. This little project should be completed in the next month or so. In the meantime, if you would like to obtain PDF versions of the Student manuals for the DLI German Basic course, circa 1967 plus revisions, they are available on the ERIC website. Here's the LINK: ERIC -- DLI and related materials.
I also have a complete copy (texts and audio cassettes) of the DLI German Gateway course, which was the follow-up to the German Headstart course. It will take me a couple of months to complete the conversion of the audio files, including splitting them into smaller segments, along with the creation of PDF versions of the course manuals.
When I have completed my two projects, I will seek support for uploading the materials to the DLI and FSI sites.

For your information, I have created a discussion thread on the "new" HTLAL wherein I am offering the materials of the DLI German Basic course for uploading to the FSI or the DLI databases:
DLI German Basic
