I use TorGuard as a VPN, it's amazing, you can select countries all over the world, the bandwidth is great (if you have great internet as well) and is $20 USD every 3 months.
Well worth the price.

If you get a VPN service and switch your IP to Canada, you can watch "Tou.tv". It's Radio-
Canada's streaming service. It's mostly free. They do have a parallel pay service, but you don't
need it. That's where you'll find a lot of Québec shows. There's also the Télé-Québec website
you can check out. Less « fiction » and more « émission » type programmes though.
