Actually, there are no international laws on the legality of linking to copyrighted material. What is legal varies from country to country and is usually not that clear because of the technical complexities involved.
From what I can tell this site runs out of servers in Switzerland and therefor is only subject to Swiss law. Anyone who had an issue with content such as links to copyrighted material would have to raise a complaint in Switzerland.

As to why I wouldn't just buy new games in foreign languages, it's partly because I'm what some would call a cheap b****** and also my computer isn't very good and can't run many newer games.
