It does indeed in far Norrland. However the amount of learning material for Saamic that uses Swedish as an intermediary language is less than what's available in Norwegian (especially true for Northern Saami which has the highest profile and visibility); hence the suggestion to learn some Norwegian as a prerequisite.

In fact there's a sub-project, Oahpa!, which now includes a largely completed and concise description of Northern Saami grammar in English - less need for some of us to stumble through a Norwegian translation.
