"Doch" covers replying to negative questions that it did happen, but when you want to say that something didn't happen, it depends on the type of question whether "nein" (like English, 'no it didn't happen') or "ja" (like Korean 'yes your assumption is right, it didn't happen') make more sense.

It seems I tend to use the latter more frequently than people where I live expect it to be used. >>;
